 CSSB 29(FIN) - STATE AID TO MUNICIPALITIES & UNORG. BOR.

 CHAIRMAN KOTT announced the committee would address CSSB 29(FIN),             
 "An Act relating to certain programs of state aid to municipalities           
 and recipients in the unorganized borough; and providing for an               
 effective date," sponsored by Senator Torgerson.  He added that               
 there is a proposed committee substitute.

 SENATOR JOHN TORGERSON came before the committee.  He explained the           
 same legislation went through both the House and Senate last                  
 session and died during the last few minutes of session.  He stated           
 the bill is widely supported by the municipalities.

 REPRESENTATIVE BRIAN PORTER made a motion to adopt Version K, dated           
 5/8/97.                                                                       
                                                                               
 CHAIRMAN KOTT asked if there was an objection to the adoption of              
 Version K.  Hearing none, Version K was before the committee.  He             
 informed the committee members the word "safe" was added in front             
 of the words "communities" throughout the bill.

 REPRESENTATIVE PORTER made a motion to move HCSCSSB 29(RLS) out of            
 committee with individual recommendations and attached fiscal                 
 notes.                                                                        
                                                                               
 CHAIRMAN KOTT asked if there was an objection.  Hearing none,                 
 HCSCSSB 29(RLS) moved out of the House Rules Standing Committee.
